To start a HARPS application providers should complete the attachment Partnership Referral and fax to Bellingham or Mt Vernon. Inquiries about HARPS can be made by email directly at housing_help@lifelineconnections.org or by calling the main number in Bellingham to request an application at 360-922-3030 M-F.
